Protection and Advocacy program, responsible for providing legal and
non-legal advocacy services for persons with traumatic brain injury. There

Protection and Advocacy for Individuals with Mental
Illness:
The Protection and Advocacy
for Individuals with Mental Illness (PAIMI) program is a federal program
administered by the Commission to assist individuals with a diagnosis of serious mental illness with advocacy related services. Although the program places a priority on individuals who live in a facility providing
care and treatment, it can also serve individuals who live in the community. More information on the Commission's PAIMI program may be
viewed on this site. There is also a
list of local legal assistance and outreach contact
offices and a brief summary of rights of persons receiving mental health treatment.
Each year the PAIMI program issues goals and objectives for
program activities, and requests comments and suggestions at a public hearing.

Client Assistance Program:
The Client Assistance
Program (CAP) is a federal program administered by the Commission to assist with
problems encountered by individuals with disabilities seeking vocational
rehabilitation, employment, and independent living services from the NYS
Vocational and Educational Services for Individuals with Disabilities (VESID) or
the Commission for the Blind and Visually Handicapped (CBVH). More information
on the Commission's CAP program may be viewed on this

Protection and Advocacy for Individual Rights:
The Protection and Advocacy for Individual Rights (PAIR) program is a
federal program administered by the Commission to assist with problems
encountered by individuals with disabilities not eligible under the
PADD/PAIMI/CAP programs. More information on the Commission's PAIR
program may be viewed on this site. There is also a
list of local legal assistance and outreach contact
offices.
The PAIR program also issues a set of priorities each year,
for comments and suggestions from the public.

Protection and Advocacy for Voters Assistance Program:
A voting-related
program has been established within the New York
State Commission on Quality of Care and Advocacy for Persons with Disabilities that seeks to
ensure the full participation of individuals with disabilities in the electoral process.
The Help America Vote Act (HAVA) of 2002 directed the U.S. Department of Health & Human
Services to establish the Protection and Advocacy for Voter Access (PAVA) program. HAVA is
funding similar programs throughout the country while also providing funds to establish a
statewide voter database and purchase new election machines.

(PABSS) program is a federal program administered by the Commission to assist
with problems encountered by individuals receiving SSDI and SSI obtaining,

Parents with Psychiatric Disabilities Legal Advocacy (PPDLA) Project:
PPDLA brochure (pdf) CQCAPD announces that the Parents with Psychiatric Disabilities Legal
Advocacy (PPDLA) Project will provide services to parents with psychiatric disabilities in two
regions of New York State, upstate and downstate. New York State Chapter 54 of the Laws of 2007
provides support to parents with psychiatric disabilities. The Urban Justice Center has been
awarded a contract to serve the downstate region that includes New York City, Long Island, and
Westchester County; and Legal Services of Central New York has been awarded a contract to serve
the upstate region which includes all remaining New York State counties. The offices will provide
targeted culturally competent, legal and non-legal advocacy, information and referral, technical
assistance and advocacy training and networking for parents with psychiatric disabilities experiencing
custody issues within their region. The offices will also work closely with the New York State Office of
Mental Health’s parents with psychiatric disabilities custody project, the CQCAPD’s protection
and advocacy programs – particularly with the Protection and Advocacy for Individuals with Mental
Illness (PAIMI) program, and other mental health advocacy and service agencies to offer technical support
and back-up.
